Hey Guys, Started playing Sleeping Dogs last night and am getting shocking FPS, about 25 - 30fps max dipping down to single digits at points! This is at 1440p but with R9 290 crossfire?! I even tried the low preset in graphics settings and problem persists. I've even tried 1080p but no improvement. Also I'm noticing only 1 CPU core (3570k) is being utilised according to Afterburner. Core 1 is at 100%, while 2, 3 and 4 max about 5% usage. See screen shot below.
When you launch Sleeping Dogs, Alt+Tab back into Windows and open Task Manager. Click the Processes tab and look for the Sleeping Dogs.exe. Right-click it and click Set Affinity. I've ran just one card to see if my CPU is bottlenecking, (it's currently at stock as my H100 died last week, once RMA is complete it will be back up to 4.5ghz), anyway problem persists with one card. I'm using a clean install of 14.3, problem persists but no probs with the drivers so far! It's the same with 13.12. In games settings are set to Extreme but AA is stepped back to high. I think the problem is Sleeping Dogs is only using 1 CPU core so only 25% of my processing power.
You can see both GPUs usage up and down all over the place and only CPU core 1 maxed out, the rest hardly even registering! Link to screen shot.
Although this have been asked before, let me try to explain this again; this is caused by DX11, since dx11 technology isn't done yet, there are so many bugs (hardware, installation, software, memory etc), while Sleeping Dogs has no option to disable it, we had to err. 'fix' it ourself. First of all to do this, you must exit steam (logout) now, depending on your OS or how you install the games, USUALLY (more like commonly lol) you have to go to (on your file explorer) Program Files (x86) Steam steamapps common Sleeping Dogs redist within redist folder, delete these 3 files: D3D11Install2010.exe, vcredistx86.exe, D3D11InstallHelper.dll once deleted, go back 1 folder behind at Program Files (x86) Steam steamapps common Sleeping Dogs and delete these 3 files: HKShip.exe, d3d11.dll, dxgi.dll once its done, start steam. Select sleeping dogs in the steam library, right clicked it for Properties, on the Local Files tab, click the Verify Integrity of Game Cache once done, the game should run with no problem.

However, this is only a fix to run Sleeping Dogs. The fact that DX11 is still buggy as hell, there are chances when you add DLCs, you 'may' have to do above steps again if this does not solve your problem, do get back to us again.
